705 -Ἀπό τὴν ἐπιδημία πανώλης ἐπί Καποδίστρια, τὸ 1828, στὸν κορωνοϊὸ τοῦ 2020

 ο Καποδίστριας ήρθε αντιμέτωπος με μια επιδημία πανώλης, ζήτησε από τους πολίτες να μπουν σε καραντίνα και έκλεισε τις εκκλησίες.

Μετά την καταστροφή του τουρκοαιγυπτιακού στόλου στο Ναυαρίνο στις 20 Οκτωβρίου 1827, η κατάσταση στο ελληνικό στρατόπεδο παρέμενε τραγική, καθώς δεν υπήρχαν ούτε τρόφιμα ούτε χρήματα όχι μόνο για να κινηθούν τα στρατεύματα, αλλά ούτε καν για να τραφεί ο πληθυσμός που πλέον λιμοκτονούσε. Η ελληνική επικράτεια είχε συρρικνωθεί στο Άργος, το Ναύπλιο, τη Μάνη, τις Σπέτσες και τα Ψαρά. Τα στρατεύματα της Στερεάς Ελλάδας λυμαίνονταν την Κορινθία καθώς δεν είχαν καθόλου πόρους. Η παραγωγική βάση όλων των επαναστατημένων χωρών είχε σχεδόν εκμηδενιστεί και οι Έλληνες φυτοζωούσαν χάρις τα εμβάσματα που έφταναν αφειδώς από τα φιλελληνικά κομιτάτα της Ευρώπης.

 

Ο Ιμπραήμ ίσως είχε καταστεί ακίνδυνος, αλλά παρέμενε ενεργός και συνέχιζε το καταστροφικό του έργο στην Πελοπόννησο στο μέτρο των δυνάμεών του. Ο επταετής Αγώνας είχε αυξήσει δραματικά τις χήρες, τα ορφανά και τους ανάπηρους που είχαν ανάγκη άμεσης βοήθειας και κρατικής μέριμνας, ενώ το εμπόριο των ναυτικών νησιών είχε εκμηδενιστεί και πολλοί πλοιοκτήτες είχαν στραφεί ανοικτά στην πειρατεία. Έτσι η έλευση του Καποδίστρια στις 8 Ιανουαρίου 1828 στο Ναύπλιο αντιμετωπίστηκε από όλους τους Έλληνες ανεξαιρέτως, ως σωτήριο γεγονός, καθώς πλέον η κατάσταση είχε αποβεί δραματική.

 

Η πολύμηνη καραντίνα της πανώλης στην οποία τέθηκαν τα περισσότερα νησιά του Σαρωνικού επέφερε και σοβαρές πολιτικές επιπτώσεις. Η Ύδρα υπέστη σοβαρά οικονομικά πλήγματα από την έξαρση της πανώλης και την αυστηρή καραντίνα στην οποία τέθηκε το νησί για πολλούς μήνες. 

 

Πολύ σύντομα ο Καποδίστριας είχε καταφέρει να θεμελιώσει εκ του μηδενός λίγους βασικούς θεσμούς της νέας ελληνικής πολιτείας και να ενεργοποιήσει εκ νέου τον ελληνικό λαό. Το ανορθωτικό έργο του κυβερνήτη διακινδύνευσε προσωρινά από την αιφνιδιαστική επιδημία πανώλης που έπληξε πολλά σημεία των χωρών που είχαν ελευθερωθεί ως τότε. Η επιδημία πανώλης ενέσκηψε αρχικά στην Ύδρα τον Απρίλιο του 1828 από το πλήρωμα του υδραϊκού πλοίου «Αφροδίτη», σε ένα ταξίδι μεταφοράς αιχμαλώτων από την Αίγυπτο στη Μεθώνη. Τα μέλη του πληρώματος προσβλήθηκαν από την πανώλη που θέριζε τον πληθυσμό της Αιγύπτου και οι περισσότεροι πέθαναν. Αρχικά από τη Μεθώνη η πανώλη διαδόθηκε στα στρατεύματα του Ιμπραήμ, με αποτέλεσμα μετά τα μέσα Απριλίου να πεθαίνουν 20 με 30 στρατιώτες την ημέρα, ενώ ο ίδιος ο Ιμπραήμ αναγκάστηκε να περιοριστεί σε ένα πλοίο του ώστε να μην προσβληθεί ο ίδιος.

Τὰ πρῶτα κρούσματα ἐπιδημίας στὴν Ὕδρα καὶ τὰ πρῶτα περιοριστικὰ μέτρα (Ἀπρίλιος 1828)

 Δυστυχώς όμως, η πανώλη επεκτάθηκε και στην Ύδρα και ήδη στις 17 Απριλίου 1828 είχαν σημειωθεί τα πρώτα κρούσματα στο νησί. Ο Καποδίστριας, έχοντας σπουδάσει ο ίδιος ιατρική, δεν υποτίμησε τον κίνδυνο, αλλά απέστειλε τον γιατρό Σπυρίδωνα Καλογερόπουλο στο νησί με εντολή να λάβει αυστηρά μέτρα για τον περιορισμό της επιδημίας. Ο Καλογερόπουλος σύστησε μια πενταμελή επιτροπή από ντόπιους προκρίτους και τους επιφόρτισε να επιβάλλουν τα ακόλουθα μέτρα: α) να απομακρυνθούν από την πόλη και να μπουν σε καθαρτήριο οι οικογένειες όσων είχαν νοσήσει, β) να οριστούν συγκεκριμένοι "μόρτηδες" που θα θάβουν τους νεκρούς από τη νόσο και θα απολυμαίνουν τα σπίτια τους, γ) να υπάρχει ισχυρή επαγρύπνηση στις επαφές των συγγενών των νοσούντων σε δημόσιους χώρους, δ) να κλείσουν οι εκκλησίες, ε) να καίγονται τα ρούχα όσων είχαν πεθάνει από τη νόσο, ε) όσοι ήταν ύποπτοι ότι είχαν τη νόσο αλλά δεν την είχαν εκδηλώσει, να μπαίνουν σε καραντίνα για 50 ημέρες.

 

Οι πρόκριτοι της Ύδρας συμμορφώθηκαν με τις υποδείξεις στέλνοντας ευχαριστήρια επιστολή στον κυβερνήτη για τη βοήθεια, όμως παρά τις περί του αντιθέτου διαβεβαιώσεις τους, τα κρούσματα της επιδημίας αυξάνονταν τόσο στην Ύδρα, όσο και στις Σπέτσες και τα γύρω νησιά. Ο Καποδίστριας παρακολουθούσε το ζήτημα, καθώς η έξαρση της επιδημίας σε συνδυασμό με την πείνα και τη συνέχιση του πολέμου, επιβράδυναν τις προσπάθειες του για την ανόρθωση της Ελλάδας. Για τον λόγο αυτό έλαβε αυστηρότερα μέτρα βάζοντας την Ύδρα και τις Σπέτσες σε καραντίνα για 40 μέρες με την αυστηρή διαταγή να μην βγαίνει οτιδήποτε από τα νησιά που είχαν πληγεί, είτε προϊόν είτε άνθρωπος. Η πρόθεση του ήταν να δημιουργήσει μια ζώνη με λέμβους στις οποίες θα επιβίβαζε στρατιώτες του Τακτικού υπό τον Φαβιέρο για να ζώσει τα δύο νησιά και να σφίξει τον αποκλεισμό. Επειδή όμως φαίνεται ότι δεν διέθετε τους οικονομικούς πόρους για κάτι τέτοιο, στις αρχές Μαΐου 1828, ο ίδιος ο Καποδίστριας επισκέφθηκε την Ύδρα σε μια προσπάθεια να ευαισθητοποιήσει τις Αρχές του νησιού και τους κατοίκους να τηρήσουν τους κανόνες της καραντίνας. Όμως παρά τα περιοριστικά μέτρα που πάρθηκαν, σύντομα η επιδημία είχε μεταφερθεί στις Σπέτσες, στον Πόρο, στην Χαλκίδα, στα Μέγαρα, στα Καλάβρυτα και στην Αργολίδα.




Ἡ ἀκριβὴς διατύπωσι τοῦ ἄρθρου 285 τοῦ νόμου Καποδίστρια.

 

Ἡ ἐπιδημία ἐξαπλώνεται - νέα αὐστηρότερα περιοριστικὰ μέτρα ἀπὸ τὸν Βιᾶρο Καποδίστρια (Μάϊος 1828)

Μετά τη διάδοση και στην Πελοπόννησο, ο Καποδίστριας απέστειλε τον αδερφό του Βιάρο στην Ύδρα, ως έκτακτο υγειονομικό επίτροπο με δικτατορικές αρμοδιότητες και με 60.000 γρόσια ως επιχορήγηση για την άσκηση της κρατικής πολιτικής. Ο Βιάρος αμέσως αυστηροποίησε την καραντίνα διορίζοντας επιστάτες επιφορτισμένους με το έργο να επισκέπτονται κάθε μέρα όλα τα σπίτια του νησιού ψάχνοντας για νέα κρούσματα. Αν συναντούσαν ασθενή, όφειλαν να τον περιορίσουν στο σπίτι του. Οι επιστάτες των λιμανιών όφειλαν να εμποδίζουν τον απόπλου όλων των πλοίων εκτός των αλιευτικών, ενώ καθόριζε μια νέα αγορά για προμήθειες με νέους αυστηρούς κανόνες υγιεινής. Οι Υδραίοι εξοργίστηκαν με τον αυταρχισμό του Βιάρου ζητώντας να χαλαρωθούν τα μέτρα που είχαν καταστρέψει το εμπόριο του νησιού, αλλά αυτός δεν έδωσε σημασία στις παρακλήσεις τους, υποστηριζόμενος και από τον κυβερνήτη που ήθελε πάση θυσία να εμποδίσει τη διάδοση της νόσου.

 

Ο Καποδίστριας έμαθε για την αντιπολιτευτική διάθεση των προκρίτων της Ύδρας και απέστειλε επιστολή στον Βιάρο, ζητώντας του να είναι φιλικότερος με τους ντόπιους, να τους εξηγεί τους λόγους των αυστηρών μέτρων και να τους υπενθυμίσει τις μεγάλες δαπάνες που κάνει η κυβέρνηση υπέρ αυτών σε εποχή απόλυτης αχρηματίας του κράτους. Στο τέλος της επιστολής ο Καποδίστριας επιβεβαίωνε το γεγονός ότι δεν θα επέτρεπε καμία εμπορική δραστηριότητα στα δύο νησιά αν αυτά δεν έμεναν χωρίς κρούσματα επιδημίας για τουλάχιστον 40 ημέρες συνεχόμενες. Θέλοντας να εξαλείψει γρηγορότερα την πανώλη, στις 19 Μαΐου 1828 ο Καποδίστριας επέκτεινε την καραντίνα των νησιών στα παράλια της Αττικής, στην Εύβοια και στον κόλπο του Βόλου. Μια ναυτική μοίρα ανέλαβε την υποχρέωση να επιτηρήσει τις περιοχές αυτές και να μην επιτρέψει σε κανένα πλοίο να παραβιάσει τον αποκλεισμό. Όλα αυτά τα αυστηρά μέτρα σύντομα απέδωσαν καρπούς στην Ύδρα και η επιδημία εξαλείφθηκε πλήρως στο νησί κατά τους καλοκαιρινούς μήνες.

 

Οἱ προσπάθειες τοῦ Ἑλβετοῦ ἱατροῦ Andre - Louis Gosse νὰ καταπολεμήσῃ τὴν ἐπιδημίαν στὸν Πόρο, στὰ Μέγαρα καὶ τὴν Αἴγινα (Μάϊος - Αὔγουστος 1828)

Η επιδημία όμως είχε παρουσιάσει τα περισσότερα κρούσματα στον Πόρο και αυτό ανάγκασε τον Καποδίστρια να επιφορτίσει τον διάσημο Ελβετό γιατρό Andre-Louis Gosse με την αρμοδιότητα να λάβει όλα τα απαραίτητα μέτρα υγειονομικού χαρακτήρα ώστε να περιοριστεί και να καταπολεμηθεί η επιδημία και στα υπόλοιπα νησιά εκτός της Ύδρας και των Σπετσών. Ο Gosse αφού μελέτησε τα κρούσματα και κατέληξε στην μορφή της επιδημίας, διέταξε την έξοδο των αρρώστων από τα σπίτια και την τοποθέτηση τους κάτω από την σκιά φυλλωμάτων σε απόσταση έξι μέτρων του ενός από τον άλλο. Παράλληλα χρησιμοποίησε την ιατρική τεχνική της «καυτηρίασης των οιδημάτων» που εμπόδισε την εξάπλωση της επιδημίας, όρισε λοιμοκαθαρτήρια, επέβαλλε την καύση των ρούχων των νεκρών, την ματαίωση των εκκλησιασμών, κλείσιμο των καφενείων κ.λπ.

 

Τα περιοριστικά μέτρα συντέλεσαν στην καταπολέμηση της επιδημίας και στον Πόρο και γενικότερα ο Gosse επέδειξε έναν ζήλο που οφειλόταν όχι μόνο στον αδιαμφισβήτητο ανθρωπισμό του αλλά και στο επιστημονικό ενδιαφέρον που παρουσίαζε η καταπολέμηση της επιδημίας. Ο Καποδίστριας ενημερωνόταν λεπτομερώς για τις προσπάθειες του Ελβετού γιατρού και με επιστολή του στον προσωρινό διοικητή του Πόρου, του συνιστούσε να συμμορφώνεται με τις οδηγίες του Gosse (Γόσσο ανέφερε τον γιατρό) ώστε να καταπολεμηθεί η επιδημία. Επίσης η κυβέρνηση μερίμνησε ώστε να αγοραστούν από τη Βενετία τα αναγκαία φάρμακα και να μεταφερθούν στον Πόρο υπό την ευθύνη του Τομπάζη. Ο Gosse κατέγραψε τα συμπτώματα της επιδημίας και τις θεραπείες που ακολούθησε στην Ελλάδα για να τις καταπολεμήσει, σε χωριστές ιατρικές μελέτες που εκδόθηκαν στην Ελβετία. Οι μελέτες αυτές αποτέλεσαν σημαντικές πηγές πληροφόρησης τον 19ο αιώνα για την ίαση της πανώλης παγκοσμίως ενώ συγκεντρώνουν το επιστημονικό ενδιαφέρον και πωλούνται τόσο από βιβλιοπωλεία όσο και από το διαδίκτυο μέχρι και στις μέρες μας.

 

Με ένα επιτελείο από βοηθούς που του είχε διατεθεί, ο Gosse ταξίδευε με αυτοθυσία σε όλες τις πανωλόπληκτες περιοχές (κυρίως τον Πόρο, την Αίγινα και τα Μέγαρα) προσπαθώντας να καταπολεμήσει την αρρώστια. Δυστυχώς όμως στην προσπάθεια του αυτή και υπό αντίξοες καιρικές συνθήκες και υψηλές θερμοκρασίες προσβλήθηκε ο ίδιος από κακοήθη πυρετό τον Αύγουστο του 1828. Και ενώ αρχικά πίστεψε πως δεν είναι κάτι σοβαρό, η κατάσταση του επιδεινώθηκε απότομα και ο Gosse κινδύνεψε να χάσει την ζωή του. Σώθηκε κυριολεκτικά την τελευταία στιγμή καθώς η αρρώστια υποχώρησε με την χρήση κινίνου και την παραμονή του σε ένα απομονωμένο μοναστήρι στον Πόρο. Σε επιστολή του, ο Καποδίστριας του έγραφε: «... Εκάνατε πολύ περισσότερα. Γλιτώσατε από τον θάνατο έναν μεγάλο αριθμό κατοίκων του Πόρου κατά την εποχή αυτή, εποχή κακοηθών πυρετών. Παρά λίγο μάλιστα να γίνετε θύμα και εσείς ο ίδιος. ...».

Ἐπανεμφάνισις τῆς ἐπιδημίας  εἰς τὰ Καλάβρυτα καὶ ἡ ὁριστική καταπολέμησίς της (Οκτώβριος - Νοέμβριος 1828)

Η επιδημία υποχώρησε αισθητά τους καλοκαιρινούς μήνες, στις 22 Ιουλίου με επιστολή του στον Εϋνάρδο, ο Καποδίστριας ανήγγειλε ότι είχε σχεδόν εξαλειφθεί η επιδημία, ενώ τον Σεπτέμβριο δεν εμφανίστηκαν καθόλου νέα κρούσματα. Αυτό οδήγησε τις Αρχές και τους πολίτες να ελαττώσουν την επαγρύπνηση τους με αποτέλεσμα τη δραματική επανεμφάνιση της επιδημίας στα Καλάβρυτα και στα γύρω χωριά τον Οκτώβριο του 1828. Η πιο σοβαρή αμέλεια των κατοίκων ήταν ότι δεν τηρούσαν τους αυστηρούς κανόνες υγιεινής καθώς και την ειδική διαδικασία καθαρισμού των ρούχων τους. Η επιδημία μεταδόθηκε από το Διακοφτό και στο χωριό Βραχνί που είχε 700 κατοίκους πέθαναν 53 άτομα, ενώ στα Καλάβρυτα που είχαν 1000 κατοίκους πέθαναν 15.

 

Ο έκτακτος απεσταλμένος της κυβέρνησης Γεώργιος Μαυρομάτης επισκέφθηκε το Βραχνί και επιτίμησε τους κατοίκους για την αμέλειά τους στην αντιμετώπιση της επιδημίας, θέτοντας το χωριό τους σε καραντίνα. Στη συνέχεια πήγε στα Καλάβρυτα, όπου συγκρότησε τέσσερα ολιγομελή στρατιωτικά σώματα με αποστολή να περιφρουρήσουν όλες τις επαρχίες των Καλαβρύτων με σκοπό τον άμεσο περιορισμό όλων των πιθανών αρρώστων στα σπίτια τους. Ο Γάλλος συνταγματάρχης Schneider κατέβαλλε 1000 φράγκα ώστε να προμηθεύσει με νέα ρούχα τους κατοίκους της περιοχής. Χάρις τις συντονισμένες προσπάθειες όλων των αξιωματούχων της κυβέρνησης στην περιοχή, η επιδημία δεν διαδόθηκε στην υπόλοιπη Πελοπόννησο αλλά καταπολεμήθηκε και στις περιοχές που είχε κάνει την επανεμφάνισή της.

Ἐπίλογος

Η πολύμηνη καραντίνα της πανώλης στην οποία τέθηκαν τα περισσότερα νησιά του Σαρωνικού επέφερε και σοβαρές πολιτικές επιπτώσεις. Η Ύδρα υπέστη σοβαρά οικονομικά πλήγματα από την έξαρση της πανώλης και την αυστηρή καραντίνα στην οποία τέθηκε το νησί για πολλούς μήνες, καθώς εκμηδενίστηκαν οι πρόσοδοί της από το εμπόριο και δημιούργησε σοβαρές δυσαρέσκειες στους κατοίκους τους εναντίον της κυβέρνησης και του Καποδίστρια.

 

Ο Gosse παρέτεινε την παραμονή του στην Ελλάδα ως το καλοκαίρι του 1829, περισσότερο για να ανακτήσει τις χαμένες δυνάμεις του, από την αρρώστια που πάρα λίγο να του στερήσει την ζωή. Είναι χαρακτηριστικό πως όταν ήρθε η στιγμή να φύγει, ο Gosse δεν διέθετε καν τα χρήματα για τους ναύλους του μακρινού ταξιδιού και αναγκάστηκε να δανειστεί από τον Βιάρο Καποδίστρια 2.000 πάστρα. Λίγο πριν την αναχώρηση του για την Ελβετία, η ελληνική κυβέρνηση του απένειμε τον τιμητικό τίτλο του επίτιμου πολίτη των Αθηνών και Καλαβρύτων, ενώ οι κάτοικοι του Πόρου τον πολιτογράφησαν ώστε "..να απολαμβάνει εφεξής καθ΄ όλην την έκτασιν τον τίτλον και τα δικαιώματα του γνησίου και αυτόχθονος Ποριώτου...".

 

Ο Gosse δεν ξέχασε ποτέ την Ελλάδα. Ακόμη και μετά την αποχώρησή του από την Ελλάδα, συνέχισε ως μέλος της Φιλελληνικής Επιτροπής της Γενεύης να στέλνει χρήματα, διατηρούσε τακτική αλληλογραφία με τον Ιωάννη Καποδίστρια και τον αδερφό του Βιάρο, ενώ το 1838 επισκέφθηκε με την σύζυγο του την ελεύθερη Ελλάδα, όπου συνάντησε παλιούς φίλους και συναγωνιστές.

 

Σε ειδική τελετή ο Βασιλιάς Όθων του απένειμε το αριστείο του Αγώνος και τον αργυρό σταυρό του Σωτήρος για τις μεγάλες υπηρεσίες που πρόσφερε στην Ελλάδα.

Wewho, even in retirement, remain soldiers of France, cannot, under the presentcircumstances, remain indifferent to the fate of our beautiful country."Our tricolor flags are not just pieces of cloth. They symbolize the tradition of thosewho, throughout the ages, whatever their skin color or religion, served France andgave their lives for her. On these flags, we find, in golden letters, the words, 'Honorand Fatherland.' Today, our honor rests on denouncing the disintegration of ourcountry."Disintegration which, through a certain type of anti-racism, has a single goal: tocreate division, even hatred, between communities on our soil. Today, some speak ofracialism, indigenism and decolonial theories, but by using these terms, hateful andfanatic partisans are trying to spark a racial war. Otherwise, tomorrow, civil warwill put an end to this growing chaos, and there will be thousands of deaths, for whichyou will bear responsibility."Reactions in FranceThe letter — published on the 60th anniversary of a failed coup against the government of Charlesde Gaulle — sparked an angry rebuke from the French government.Prime Minister Jean Castex said that the letter by military figures was "contrary to all of ourrepublican principles, to the honor and the duty of the army."Defense Minister Florence Parly vowed to punish any of the letter's signatories who might still beserving in the military. "Two immutable principles guide the action of members of the militarywith regard to politics: neutrality and loyalty," she wrote in a tweet.Former French Justice Minister Rachida Dati, who is now mayor of the 7th arrondissement ofParis, agreed with the contents of the letter, but stressed that the military should not be involved inpolitics. In an interview with France Info radio, Dati, who was born into an immigrant Muslimfamily, said:"What is written in this letter is a reality. In an articlepublished by Valeurs Actuelles on April 23, she wrote:"As a citizen and as a politician, I subscribe to your analysis and share your grief. Likeyou, I believe that it is the duty of all French patriots, wherever they come from, tostand up for the recovery and even, let's say it, the salvation of the country...."The very recent declarations of the President of the Republic on his project to'deconstruct the history of France,' do indeed show us that these harmful drifts do notresult from a moment of distraction but from a political direction driven byfundamentally corrupting ideological considerations."The concerns that you courageously express cannot remain at the stage of airingindignation, however powerful. It requires, in a democracy, the search for a politicalsolution which must materialize through an alternate project which must be validatedby French voters."This is the object of my political approach and of my candidacy for the Presidency ofthe Republic with the objective of a government of National Union [un gouvernementd'Union nationale]."Already many senior officials and figures from civil society have joined us. I inviteyou to join our action to take part in the coming battle [presidential campaign], whichis certainly a political and peaceful battle, but which is above all the battle for France."The sentiment expressed in the open letter appears to have broad public support, according to anew poll. A Harris Interactive survey carried out for LCI television on April 29 found that 58% ofthose questioned support the soldiers who signed the letter. Vest (Gilet Jaune) protests, the government has provoked a loss of confidence in lawenforcement;45% agreed that France is on the brink of civil war.Spate of Jihadist AttacksThe open letter and Le Pen's response come amid a spate of at least nine consecutive jihadistattacks in France, all of which were carried out by individuals who were unknown to Frenchintelligence services, and who therefore were not suspected of being radicalized and consequentlywere not on a jihadist watchlist. The attacks suggest that French authorities have lost control ofmonitoring Islamic radicals in the country.In the most recent attack, on April 23, 2021, a 36-year-old Tunisian jihadist who entered Franceillegally in 2009, but was granted French residency in December 2020, stabbed to death a 49-year-old female administrative employee at a police station in Rambouillet, a quiet town near Paris.Witnesses heard him say "Allahu Akbar" during the attack. He was shot and killed by police. Thewoman left behind two daughters, aged 13 and 18.The most high-profile recent attack occurred on October 16, 2020, when an 18-year-old Chechenmigrant beheaded Samuel Paty, a 47-year-old teacher of history and geography, in Éragny, asuburb of Paris. Paty was murdered after a 13-year-old truant Muslim girl, eager to prevent herfather from discovering that she had been suspended from school, fabricated a story that Paty hadinstructed Muslim students to leave the classroom so that he could show the rest of the class "aphotograph of the Prophet naked." A total of ten jihadists, including an imam, a parent of astudent, and two students at Paty's school, were indicted in the crime. Paty left behind a five-year-old boy.Meanwhile, on April 14, France's highest judicial court, the Cour de Cassation [Final Court ofAppeal], ruled that Kobili Traoré, a 32-year-old migrant from Mali, who, on April 4, 2017, whileshouting "Allahu Akbar", murdered a 65-year-old Jewish woman, Lucie Attal-Halimi (also knownas Sarah Halimi), and threw her off her balcony, could not be tried because he allegedly was in thegrip of a cannabis-induced "delusional fit," and therefore not in control of his actions.The ruling sparked mass protests in Paris and other French cities. French President EmmanuelMacron subsequently called for a change in French law to address the issue. Certainly, this rejection of Emmanuel Macron,observed among a large part of the population, would handicap the outgoing presidentwith a view to a second round."An Ifop poll published by the French newspaper Journal du Dimanche on April 24 found that 86%of those surveyed said that security — terrorism and delinquency — will be a top issue in thecoming election. The importance of the security issue has jumped by 26 points since May 2020,according to Ifop.Suburbs Are Breeding Grounds for Islamic ExtremismThe Muslim population of France is currently estimated at around six million, or roughly ninepercent of the total population, according to a recent survey by Pew Research. They are Muslim, but under the statisticsradar."In any event, Pew estimates that with a "zero migration scenario," the Muslim population ofFrance is set to increase to 12.7% by 2050; with a "medium migration scenario," the Muslimpopulation of France is expected to rise to roughly 13 million people and comprise 17% of theFrench population. With a "high migration scenario," the Muslim population of France is set toexceed one-fifth of the total population.Many Muslims in France live in poverty-ridden and crime-infested suburbs called banlieues,which are breeding grounds for Islamic fundamentalism and are often referred to as no-go zonesbecause of the dangerous conditions there for police and other representatives of state authority.President Macron has substantially scaled back plans to rehabilitate the banlieues and has insteadcalled on local mayors and civil society groups to find solutions at the grassroots level. Macron'sfailure to improve life in the suburbs has been condemned by leaders from across the politicalspectrum.Marine Le Pen noted that Macron has failed to address the issues of immigration and Islamism:"Barely a word on immigration, barely a word on Islamic fundamentalism. We knowperfectly well that these problems are partly the source of the difficulties in thesuburbs. The reportsaid that Muslim immigrants are increasingly rejecting French values and instead are immersingthemselves in radical Islam.The authors of the report warned that France is on the brink of a major social explosion because ofthe failure of Muslims to integrate into French society.
